The Defense Strategic Guidance recognizes that U.S. diplomatic, economic and security interests are inextricably linked to the Asia-Pacific region, and directs that Department of Defense rebalance its efforts to place greater emphasis on the region. The Department is investing in the defense activities, presence, and posture necessary to reassure allies and partners in the region and shape the security environment, while also providing forward capabilities appropriate to deter and defeat aggression.

As part of our broader rebalance to the Asia-Pacific region, we are realigning U.S. Marine Corps forces throughout the region and Guam is ideally situated to support stability in the region. Our plan ensures that the Marines' presence on Guam will be operationally viable, effective and meets international agreement and treaty requirements.
